Not sure if this is the right forum but I will try.

We have a steam pipe crossing a seismic expansion joint between two building with differential building movements but the Mechanical EOR doens not want to provide flexibility into his/her system and obviously, the owner takes their advise and does not want to provide anything extra.

Based on our analysis the piping is not flexible enough but the EOR refuses to accept our recommendation.

Any recommendations will be appreciated

Insist on the owner. If he is not wanting to coply with mandatory regulations, order the change if with the authority, or if not, place in writing and with receipt your objection. If appropriate you could leave the job on that written cause. Make the objection in writing to anyone in the duty and obligation to keep the works by the rules. If the work reaches the end without correction, make unavoidable issue that the thing be corrected or the building not be fit for purpose in the meantime.
