Steam turbine: Pilot valve operation??

Hi guys, I am new to the forum so forgive me if my query sounds silly.

I am trying to figure out how does a pilot valve control the hydraulic cylinder or the servomotor in a steam turbine. I tried to find a good article or explanation online but I am not able to find anything that explains the operation of a pilot valve. Any article, link, or explanation would be highly appreciated. Thanks
