On a steam turbine , when we increase the load the vibration increase " the amplitude valve " more than the limit and causes alarm , but does this value is supposed to be constant with increasing load or it changes but with limits ? Also if we have an unbalance case does the amplitude is large but constant ?

Not sure how you expect a meaningful response when you have not provided any meaningful information. So how about some questions to get you started:
- Where is your vibration? At speed, half speed, 40% speed ....
- What is a "the amplitude valve"? Assume you mean inlet control valve?
- Are you asking if your vibration limits are supposed to change with increasing load?
 
In general, I'd say that if you have a natural frequency problem then a vibration would increase with a larger load (bearing reactions get larger and input force to the spring-mass system gets higher) unless the damping is increasing at higher rate.

If you have a balance problem then if the increased loads and reactions cause a greater eccentricity then your vibration level will increase.
