Is the graph showing steel's compressive stress or tensile stress. Steel yield strength is 60ksi means is the that 60ksi for tension or compression? The picture is from the book "Design of Concrete Structures" 15th edition

When they determine the strength of steel, they use a test where they apply tension to the steel, so the graph should be from a test like that. That said, the behavior of steel is the same in compression and tension as long as the steel is confined or braced enough so that buckling does not decrease its compression capacity.
