Steel Bent Plate Versus Rolled Angle

Assuming that a steel "L" shaped bent plate has the same dimensional properties as a rolled steel angle, are the structural strength capacities the same?

I can see the bent plate having a slightly less strength if the "k" dimension is less but I don't believe that there is a process in place that would quantify the flexural capacity of the bent plate (i.e., other than using Section F10 of Chapter F in the AISC specs).

Any advice or suggestions is appreciated.

Technically a section that is bent into it's shape is "Cold Formed" and there is an entirely different design method from AISC's steel manual. See Cold Formed Steel Design by Wei-Wen Yu. There are also some AISI guidelines on Cold Formed Design. The cold bending actually makes the section stronger, so designing the AISC way works ok.
 
Something to note is that the bend location tends to get thinner. We have a piece of 7x7x5/16 bent plate in our office where you can easily see the reduced section at the bend.
