Steel Column Sleeve Splice

See attachment. Besides using some first principles or sketching out some free body diagrams, has anyone found a methodology for designing these types of splices when there is moment and shear at the joint? Maybe something by AISC or Steel Tube Institute? Thanks!

I know it's been discussed here a few times. Perhaps if you search "collar" you might have some luck.

If I remember the discussion correctly, it came down to tolerable amount of wiggle, tightness of the fit (which is significantly harder to control than you may think unless you're getting it custom milled) and localized yielding to avoid extremely high contact pressures.
