Earth Retention Engineering would be the better forum. However, if you're looking for pile splice hardware go to Skyline Steel's website. There's nothing to design.
Get hold of the steel sheet pile manufacturer or the distributor. Also check out Pile Buck material. On our job sites we used to splice them. I would not recommend butt welding them without splice plates as they may separate when extracted.
