In water pumping system that has 30bar operating pressure one surge tank is intended to be installed, the manufacturer of the surge tank is going to do hydrstatic test for this tank. What is the minimum recomended value of the test pressure ? is it 1.5 times the rated operaing pressure, 2.66 , 1.33 , ? I need to know what is the minimum value of testing pressure inaddition to the minimum period of time for this test ?

ccc123;
Is the manufacturer of the surge tank asking you this question or are you simply attempting to verify the multiplier factor for hydrostatic testing by the manufacturer? I can give you several responses, however, you need to verify the Code (ASME) or other Standard used for design and fabrication of the surge tank.

The manufacturer did not ask me, But I'm attempting to verify the multiplier factor for hyrostatic testing.The tank is fabricated inaccordance with ASME Boiler and pressure vessel code, Section VIII.

Ok. The hydrostatic test pressure should be 1.3X design pressure.

Dear metenger , Thanks alot . But what about the time do we need to run the test for 4 hours or less ?

Whatever time is needed by the Inspector to assure no leaks - probably 15-20 minutes under pressure.

On large atmospheric tanks or on pipelines, it is not uncommon to hold the hydrotest condition for a specified period as a part of leak detection. On a vessel that can be conveniently inspected on all sides during the test, this isn't required, so there's no set minimum time.
