I am building an electromagnet and have been told to be careful of what steel i use, i have been told to use a soft iron rod. Therefore i ask is rebar ok? Any other suggestions would be greatly appreciated.
It depends on how high of field you are trying to create, and how much residual magnetism you are willing to live with.
The higher the field and lower the residual then the cleaner and lower in carbon the steel needs to be.

No, Ni200 isn't a good choice.
It is soft, expensive, and it has a low saturation value.
If you don't care how the material behaves at low field levels or how much field it retains, then just about any low carbon steel that has been annealed will look the same to you.
