steel to make a splined shaft

Hi material people

I need to make a shaft for a clutch test machine with this limits
alternative torque al 1590 Newton meter at 8 Hz ,
angle amplitude : about 2°
The splined shaft shall be
As standard asa 24/48
Number of theeth: 21
Module 1.058
internal diameter 21.379 to 21.505 mm
external diameter 23.918 to 24.147 mm
Pressure angle 37°30'
The splined length 90 mm
The action is as described .
A lever with a hook at the end as two hubs , between this hubs is located the clutch disk, by it's hub, to be tested , it shall resist
100000 cycles
The clutch's friction pad are fixed at a wise with a dovel pin so it can not rotate .
The test will check the springs, friction disk, separator rivets, wing windows, and covers windows.
