Stiffener on plate, whats the effective width?

If I'm welding a 3in tall, 3/16in thick plate normal to a 3/16in plate, we're creating an inverted t-shape. How do I determine the effective width of the plate to use as my flange? I need it to determine my section properties.

Let the AISC b/t ratio limits guide you. How long is the member and how side is the flange?

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
 
there's also a limitation on how much load the weld can shear into the plate (though it may not be critical).

Our rule of thumb would say 15t (about 3") on both sides of the weld.

What is this structure? What are you trying to do with this stiffener and how is it loaded? Show us a well proportioned sketch, with dimensions, loads, etc. Remember, we can’t see what you are thinking from here.
 
In your case, would refer you to AISC Table B4.1b for some guidance. You have to worry about shear lag in the effective flange like rb1957 is alluding to.
