I am hearing that the newest version of inventor is going to have the capability's to translate a STL file into a STEP file, is this true?

We can't talk about the new version yet.. NDA hasn't been lifted yet..
But you can work with STL files in the current version. If you are on subscription you can download the mesh enabler addin from the autodesk app exchange

But I'm curious why you need to import an STL file.. Typically thats an export format to import into 3d printers and stereolithography machines.

I have stl files that I would like to make into a usable file for manufacturing and inspection
our cmm machines require a step file format for solid models, they can import stl files
but the are useless to get any info off of.
