Storage Tank analysis-API 650

hello,

This is regarding the storage tank analysis.
as per API 650 the appendix P is applicable to the the tank dia 36m & higher.Tank bulging is also the part of appendix P.
my query is for the tank having diameter less than 36m can we ignore the bulging effect ?
also the how to calculate the nozzle allowable forces and moments for these tanks ?

Smallest allowable nozzle loads are often defined by thrust of the liquid entering the tank.
