Storage Tank Emissions calculations 1

I am looking at options to address odor concerns from several atmospheric storage tanks. I need to determine the gas flow through the gooseneck vents in cfm or cubic meters per hr. I do not know how to perform the calculation other than knowing that it will be based on fill rate. What information do I need and what formula is used?

You may be overthinking it. Out-breathing volume equals fill volume. On a decent-size tank, there will be very little temperature change, so temperature effects can be ignored. What you put it equals what air is displaced.
 
Will also depend on vapour emissions if applicable and temperature of the product to get your "steady state" venting flow rate. However I suspect the fill rate is the key to your issues.

Assuming 100% vapor above liquid level in the tank before and after filling, and obviously as the tank is being filled, I would think that the fill rate is slowing down, but could be average between those two extreme fill rates which you could convert to some units as such as CFM, LBS/MIN and that would be relatively easy to determine. The problem will be to determine the concentration of the odor at some distance from the tanks at a particular wind speed and plume size. There is a fair amount of literature on this subject, however, my suggestion is to contact an environmental firm that can perform area air samplings under different atmospheric conditions to assess the odor problem.
 
By the way, also check the public domain about fugitive emission from storage tanks and if there is any concern about meeting regulatory limits, perform your evaluation in accordance to your State protocols.
