Hi
Crude oil pipeline is sour and there are some storage tanks in terminal. Can we exclude NACE from these tanks? There is a table that exclude storage tanks in NACE MR 0175 but for flow lines not transportation pipelines.

You can exclude anything that you desire provided that you can put forward a sound argument that may need defending in court. It is not unknown for end users to invoke the exclusion clause for low pressure systems, so there could be a precedent to use. Some end users also omit any HIC requirements.

Take for example a refinery which has crude tanks holding sour crude with associated pipelines. They are not designed as per NACE MR0103. So the crude tanks in your terminal could easily be exempted from NACE MR 0175 but you have aleady been cautioned by Steve Jones in case there is a fatality.

Hi Majid,
According to Table-1 of MR-0175/ISO-15156-2:

ISO 15156 is applicable to materials used for the following equipment:Flow lines, gathering lines, field facilities, and field processing plants
Permitted exclusions:- Crude-oil storage and handling facilities operating at a total absolute pressure below 0,45 MPa (65 psi).
This list is non-exhaustive as per MR-0175/ISO-15156-2.
Hence as advised by Steve Jones, the adoption of MR-0175/ISO-15156 for Crude Storage Tanks is a subjective discretion depending on the technical requirements.

When things go south, any decent courtroom lawyer will turn a non-mandatory standard into a mandatory code in under 5 minutes. I base my decision-making on that assumption and I recommend you do to.
