Stormwater Harvesting/Reuse for Irrigation 1

I'm working in a few communities that are implementing stormwater harvesting systems for irrigation of yards/soccer fields, etc. We model the system based on STORAGE, IRRIGATED AREA, and DRAINAGE AREA to the system. Does anyone have good experience calculating irrigation demand? We've modeled the system with 1" weekly demand during normal season, and 2" during the hot season. I've seen documentation on using evapotranspiration numbers to determine irrigation amount, but with how data intensive that can get, and how inaccurate the numbers feel, what is the best approach for calculating irrigation demand?
