Stormwater runoff for steel scrapyard

Hello,
My company is building a 5000 sq m concrete slab for a steel recycling yard to put their -outdoor- stockpile on.The pile grows to approx 10000 tonnes before being shipped out.
All runoff goes to one point at which I am looking at a sand trap for oil and some kind of filter for rust colour.
Any ideas are welcome - I'm trying to keep the system as simple as possible so that maintenance by the scrapyard workers is easily done.Discharges to local stream.

Good Morning - I would suggest the use of a catalytic enzyme cleaning solution mfg by Orenda Technologies (Dick Kersey - orendatech@earthlink.net) as the solution breaks hydrocarbon bonds, is environmentally safe, pretty cheap, and has been used by major transportation districts, and the oil industry for years to speed bio-oxidation of oil crude, gasoline, diesel, etc. in fresh and marine waters, let alone ground spills.

Additionally, rust - as a precipitant, can be easily flocculated using a chitan lactose solution - like 2-6oz per 20,000 gallons, and removed by rapid sand filtration - Orenda again has the product and one of the least expesnive suppliers.
