strength welded connection

Hallo,

I have a rookie question concerning weld connection according to ASME, sec VIII, div 1.

The strength of connection elements is always based on half of the area.

fillet weld: pi/2*nozzleOD*weld leg*S
groove weld: pi/2*nozzleOD*t*S
nozzle wall shear: pi/2*mean nozzle diam.*tn*S

So why is it always pi/2*diameter and not just pi*diameter?
