What's the Code of Construction?

ASME Section I?
ASME Section III? Which of the various and multitudinous Divisions and/or Subsections?
ASME Section IV?
ASME Section V?
ASME Section VI?
ASME Section VIII, Division 1?
ASME Section VIII, Division 2?
ASME Section VIII, Division 3?
ASME Section XII?

Seriously - in the Boiler and Pressure Vessel Codes developed by ASME, there are numerous different Sections and Divisions. If you want an intelligent response to your question, you are going to need to provide some appropriate information.

Also, since this PWHT is for "special service", perhaps you ought to provide what that "special service" is - that will probably have an impact on the answer.

What does your purchase specification say?

ASME Sect. VIII, the service of equipment is Wet H2S.

the materil SA516-70N (HIC)

People sometimes use stress relief and post weld heat treatment interchangeably or as separate terms. The Code, Section VIII, Div 1, views stress relief and post weld heat treatment one in the same.
