stretching a circle

Hi,

I am new to autocad and am having a lot of problems in editing existing drawings. For instance how can i modify the diameter of an arc? If i ty to stretch it, the whole arc moves and the dimension value cannot be modified by entering a new value in the properties box.
The drawing I am trying to edit is attached. I am trying to reduce the diameter of the arc from 1.008 to 0.65

Can't you use the scale command and accomplish this?
 
You can use the properties box to change radius and diameter also.

yiu can also use grips and type the new dia. value and enter. before entering the new value make sure one of the circumferential grip is red hot and either stretch it or reduce it
