I am creating a cross-section that will depict a street and parking lot with a few cars on it. I have blocks of the cars, however, I have an exaggerated vertical scale, so I need to stretch to cars vertically, but not horizontally. Can this be done? If so, how?

Save your section as a block, then insert that block back into your main drawing file. When inserting, specify the scales you want for each axis. Once in your main drawing, you can either explode it or leave it as a block. If you leave it as a block, you will be able to update the base (unstretched) file, then reinsert & redefine.

Insert the blocks with an exaggerated Y scale.
