Structure steel Plate ASTM A 283 Gr C

we did the following steel plate inspection ( 8 mm thk.) according to ASTM E 415-17 , we got the following result
C% 0.172 SI% 0.151 Mn% 0.702 P% 0.0122 S% 0.0033 Cr% 0.0210 Mo% less than 0.002 Ni% 0.023 Al% 0.0363 Cu% 0.0081 Fe% Bal

ultimate stress (Rm) N/square millimeter: 494
YS (RE)N/square millimeter : 382
elongation%: 28
impact @ 23 C: 113.09 j

what is the grade of this steel plate? i got confuseed when i campered these results with ASTM A 283 Gr.C chemical and mechanical requirement.
