Subgrade of Footing on Slope

I have a project with an elevated precast walkway bearing on concrete piers. The walkway is on a slope (3:1 H:V) and the frost depth is 2.5'. Currently, the piers are called out to be placed on undisturbed earth but I'm wondering if they should be on crushed stone based on the slope and shallow frost depth. Thoughts?

Provide a cross section sketch with the soil layers and you will get better answers.

Unfortunately, there isn't a geotech report. We are doing test pits, but don't have results currently. I've attached a sketch of the elevated walkway in regards to the slope.

Cmon man, we are engineers, we need numbers. Height of slope, set back distance, size of footing.

Obviously, there is someone familiar with geotechnical practice directing and overseeing the testing efforts, then he shall be able to perform a slope stability analysis to avoid setting footing in the potential failure zone. Are you in a seismic zone?
