Subgrade Reaction Closed Form Solution

I'm looking for the closed form equations that describe the correlation between "Phi/Relative Density vs Initial Modulus of Subgrade reaction" shown in the attached graph. I got this from the following source...

American Petroleum Institute (API),

Check with the source. Personally, I don't see the value in this...it has little correlative value to actual application.
