IEEE Substation Standards Collection offers some light reading on this subject. There was also another thread in this forum covering a similar topic that gave a link to the USDA Rural Utilities Service (RUS) Bulletin for substation design, among other references. Do a search for substations in this forum and you can probably find the thread.

You might try the Electrical Engineers Handbook, Thirteenth
or Fourteenth edition.

Redtrumpet is also correct about the REA (Rural Electrification
Association.....now part of the USDA......just do a search
at Google for REA).

Some other possible references sources:

Some large utilities publish their own design standards - I've seen copies from San Diego Gas and Electric, Southern Cal Edison, BPA and WAPA. A Google search would probably turn something up.

Also, U.S government has a lot of design standards available for purchase. Check with Naval Facilities Engineering Command and U.S. Army Corps of Engineers.

If an A-CAD drawing showing the layout of an outdoor and also an indoor type 22 kV transformer sub-station is of any help, I can send it to you on e-mail.
Please confirm if you can open a .dwg file of size 300kb+

DPC, I could not find any San Diego Gas & Electric or Southern
California Edison design standards via the internet.

Where can you obtain these standards?

For SDG&E, I have an old Design Manual, so I don't know if they still actually produce them currently.

This old manual has a contact number:

Publications, 619 696-2703.

I can't find our SCE manual - I'm still looking.
