Response to responsibility:
Substations are not under the jurisdiction of DSA or OSHPD. They are under the jurisdiction, I believe, of the California PUC. Substation design is governed initially by ASCE 113 and IEEE 693. IEEE 693 is for seismic design of substations and the consultants criteria is spelled out in both Sections A.5 and A.6 that Civil, Structural or Mechanical will be considered but is not mandatory. Read the whole paragraph for other conditions in Section A.6 as it is important. (Page 70). Oversight and approval of your submittal's is by your client or his consultant.
Some utilities require a structural engineer but check with the California Professional Engineer's board as to whether that is allowed.
Both codes are in a re-write phase and possibly they will be published next year. There has been efforts, both in California and other states, to insert "Structural Engineers" to oversee sub-station design. Most California structural engineers are not educated in this "niche" area.
Check with the engineers board for reciprocity requirements, although the particular utility may accept an out-of-state licensed engineer.
