Substitute for 1020 steel Type A Grade 2

Hi guys,
i just got a quote for a military work and im hitting a wall as far as materials are concerned.
the list of materials i need: can anyone help with the type and grade?

1. 1020 steel sub:OD8853, Type A Grade 2 / Alternate QQ-S-634, C1020. Plate .250 thick 2” wide 24” long (can i use 1018 instead?)

2. 1020 steel sub:OD8853, Type A Grade 2 / Alternate QQ-S-634, C1020. 1” round bar 24” long

3. 8620 Steel Sub:OD8853 Type B Grade 1 / Alternate QQ-S-624, 8620 .625” round 24” long

im wondering what kind of substitutions i can make for those materials?
I would appreciate any help and if anyone knows a source where to find the material that would be awesome.
