Substituting a plywood panel of a certain thickness with 2 layers of thinner ones

For a wooden roof truss modification project I need to add an additional ply to a 2x10 chord and need to design a plywood structural panel. Due to high axial force I'll need a 28.5 mm thick panel but for whatever reason the contractor can only procure up to 25 mm. I can't use double splice plate as there is an existing 2x10 on the other side. Is there any downside to substituting a 28.5 mm panel with 2 panels with less thickness?
