sudden short circuit test

The sudden short circuit tests are performed to determine transient and sub transient characteristics of a generator.
How important is the voltage level.What i want to ask is what difference will it make to perform test at 50% or 80% or 105% of the rated voltage.Higher the voltage higher will be risk

Assume that the AVR is at about 10% output at no load. With the application of the sudden short circuit a PMG powered AVR will jump to 100% output.
At 50% terminal voltage the AVR output will be about 5%. With the application of the sudden short circuit a PMG powered AVR will still jump to 100% output.
I would not expect the test results to correlate in a linear manner.
