Support leg in floating roof tank

For designing of support leg in floating roof tank,how we connect large bore pipe (as a sleeve)to small bore pipe as a deck support? is it welding or some special option?

I you are using fixed legs, just use the sleeve. If you are using adjustable legs, drill holes in both and use a pin.
