i work for a metal forging company and we are having issues with the surface quality of the raw material from the mills like scratches , roll marks.

does anyone know of any ASTM specs that focus on the surface quality of hot rolled SBQ bar?

Please check out the above discussion and you may find it useful even though it is for plate or strip instead of round bar. The code you are purchasing to may have something about this too. Lastly, I want to say those defects are common but can be improved by lubrication during rolling. People usually apply additional processes to get final surface finish and also get rid of decarburization layer.

ASTM A576 is the standard for hot-rolled special quality steel bars. It does not provide detailed surface quality requirements, just vague descriptions like the following:

S4. Special Surface Quality
S4.1 Special surface steels are produced with exacting control and appropriate inspection and surface preparation to minimize the frequency and degree of seams and other surface imperfections.

Most end-users develop additional specifications or notes when ordering steel bar that describe the requirements for surface condition. It's an imperfect system, but it's really the only option given the pathetic state of many ASTM standards.
