Surge arrestor separation distance (switching surges)

a formula for calculating the separation distance is available and usually applied for lightning surges as it usually results in a smaller distance and thus used.

I have a case of a 13.8 kV MV SWGR with a cable feeder to a transformer. There is SAs at SWGR but don't know if I need to install additional ones on transformer terminals?

The switches are vacuum so in case of operation of any feeder, a chopped surge may propagate beyond the SA towards the bus and to the transformer, the cable is about 200 m.

On other hand, the switching withstand impulse for 13.8 kV equipment never exists!

Any clue?
