In the IEEE Guide for the Application of Metal Oxide Surge Arresters (C62.22) and other places, it is stated that a surge arrester may be needed across a neutral grounding device. Unfortunately, these statements don't include any method of determining the need for an extra surge arrester (assuming surge arresters are already located sufficiently close to the transformer's bushings).
Is anyone aware of any papers or application guidelines for this situation?
