Surge protection for neutral grounding devices

In the IEEE Guide for the Application of Metal Oxide Surge Arresters (C62.22) and other places, it is stated that a surge arrester may be needed across a neutral grounding device. Unfortunately, these statements don't include any method of determining the need for an extra surge arrester (assuming surge arresters are already located sufficiently close to the transformer's bushings).

Is anyone aware of any papers or application guidelines for this situation?

Protection of neutral gronding devices are done based on
Max power frequency voltage that will come on it and max surge voltage onit.Normally 110 % of first item and 80% of second parameter is taken while selecting any of the standard surge arresters,
On technical papers :I remember some years back there was aIEEE paper listing up all papers published on this subject
