Swimming pool metal ladder 1

Hi,

I have a swimming pool with metal access ladders for swimmers to use. The pump room is far away. The only electrical equipment in the swimming pool are 24V submersible lights.

Is there any requirement for "earthing and bonding" of the metal ladders that the people use? It can never become live as there is no power point near it within 10 meters. Plus i think it's earthed enough already being in contact with a huge volume of water.

Stupid question i know but I have to ask :)

Is that an above ground swimming pool? check with local code but for in ground swimming pools, frame, rods in concrete, ladders (in concrete border) and electrical appliance (lights) are usually properly grounded. For above ground, pump and transformer for you light should be properly protected and connected to ground fault interrupter outlet.
 
Yes, usually there are 2 clamps in the concrete that holds the ladder in place. The clamps are supposed to be bonded to the copper wire that goes around the pool (below the concrete) and then goes to a ground rod and is usually tied into the service ground. The clamps make snug contact with the aluminum ladder.

It is not at all a stupid question. I have inspected installations without any lights that people were getting shocked going into and getting out of the pool. Usually I found that the clamps were not bonded to the copper wire or there was a break in the bonding wire. The voltage was usually due to wiring errors in the service panel or voltage on the incoming neutral from the electric utility.
