Hi Fellow Engineers,
Please can any one tell me how I can design a system that will be cleaning the tank of a water supply tanker, to prevent the tank from supplying bacteria to people. Please I need full details.

You can wash the tanker (I assume it's a large trailer) by hand with a pressure washer. Just be sure to use the right stuff when you wash.

On occation i've been known to milk cows for some people I know, and they use a non foaming "milk soap" and an acid rinse to clean their lines and storage tank. The dairy industry is very strict about bacteria counts in milk, so this stuff must come pretty close to killing almost everything without killing us.

just an idea.
 
Have you thought about putting biocidal lamps directly in the tanker?

Two possibilities come to mind.
The first is to check with a local university with a Food Technology department or curriculum.
The second is to locate a dairy products processing operation and find out what process they use. My brother worked for a dairy processor and stated several times that clean up was by far the most important step in any product.
