It certainly is possible but should only be done as a student exercise. Old TI data books have schematics of old level sensitive master slave FFs. These are easilly changed to T type.
Integrated FFs have internal analog design parameters that guarante FF operation. FFs built from nand gates may not always work depending on differential speed of the gates.
To be more precisely, the base is a master-slave FF. This is accomplished from two S-R FFs (two NANDs) and associated logic. Then, connect Q output to K (inverting) input and /Q (inverted output) to J (non-inverting input). A T type FF is also a one stage divide-by-2 register.
