It certainly is possible but should only be done as a student exercise. Old TI data books have schematics of old level sensitive master slave FFs. These are easilly changed to T type.

Integrated FFs have internal analog design parameters that guarante FF operation. FFs built from nand gates may not always work depending on differential speed of the gates.
 
I heard about some students who were given the task:
Construct a (quite slow I guess) D-FF by using relays.

As I understand, it was not that easy :)
