T6 and T651 effect on yield strength

Hi, I am looking at Aluminum 4032-T6 and 4032-T651. From what I understand, both processes are the same with the exception of stretching process for the T651. Since the material is stressed by 1-3%, would that affect the yield strength and/or ultimate strength of the material?

How do we know when stress relief is required and how much stretching is required?
