According to ASME do I need to certify my tack welders as long as all tack weld is removed by machining? If so what section/paragraph states the requirements for it? Thanks

Which section of the Code is your item? Section I, Part PW does state that if a tack weld becomes part of a pressure retaining weld or structural attachment weld, the welder must be qualified but not necessarily identified.

Without knowing more about your specific application, I would tell you this that a person making ANY tack welds to pressure retaining items should be qualified AND use a qualified welding procedure.
 
Section 8 and 9 mostly, We're going to qualify any way just to be safe. We already have a WPS for P1 to P1 and that is the material he will be tack welding. Is there anything specific that I need to include in the WPS stating that the part was tacked? I already have on there that all tack welds were removed prior to finish welding.
 
Tack welder has to be certified as per SC VIII Div.1, Div2, and SC I.
