I work in the defence industry and I am searching for a COTS product to perform Tactical Data Link simulation and testing.
Any information would be appreciated.

I'm also in defense, but I would think that you're unlikely to find a completely COTS solution, since there is no commercial market for tactical data links.

Most of the systems I've seen on the web use commercial and COTS hardware for the processors attached to the TDL's but the TDL itself is always custom, military hardware, although possibly built from COTS IC's.

Maxim (Dallas Semi) makes a bit error rate tester core chip
with data rates to 52 MHZ, fixed or random pattern etc.
Take a National Instruments high speed digital card
the chip and what ever driver you need.. and go with a
adapter card with the chip and driver and a Card in your PC with LabVIEW..
Lots of other similar options..
TEK and folks make protocol testers etc.
And there was a PB200 bit error rate tester from TEK a few
years back but not sure that the modern
protocol testers will mimic a non commercial link.
THye are more for SONET and cell phone etc..
