The idea here is to help each other, Chris, as you know, our clients want the answer yesterday, by the time his ashrae book gets to his office, his submission is already due.
I do not have the info for say, but if anyone out there has some specifics, please post for the sake of expediting an answer.
My take is that FCU with dedicated OA system (using heat recovery collecting all the toilet exhaust along the way) would be a good bet, need to think about smoke control though, that would be the more defining strategy to determine your shaft needs. Louvers for fresh air and strategic location of Mechanical equipment needs some serious talk with the architect.
An "engineered smoke control systems" such as "pressure sandwitch" may be needed by your local AHJ, which has a big impact on number smoke dampers in your system.
I'd check with the local Fire Marshall on the accepted practice for tall building smoke control, that should lead you in your system choice.
Incidently, don't expect to find any answers about life safety in any ASHRAE handbook (too much liability for it).
