please help me to find a good procedure tank cleaning
tank is filled with heavy cycle oil(almost solid )
we want remove it without any cutting

Please define "heavy cycle oil" - do mean asphalt? please be a bit more precise
Why would you need to cut it?

Please also provide some more background information otherwise all you will get is general responses, so things like:
Product ( be as precise as possible)
Is the tank fixed roof or floating?
Can you get entry into using manholes - if so how many and size
What is size of tank?
Is there a clean out door or specificed area to cut
Is the tank lined?
Are the contents dangerous to health or could create an explosive atmosphere?
Where in the world are you?
What have you done before to clean it?
Are you the owner, operator, supervisr or contractors?
How long has it been in service?
Why clean it now?

currently used to store fcc column bottom product having dia 24.4m height 17.1m total gross capacity 7990m3 40-50% sludge & catalyst fine particles.material is highly viscous and heavy.
tank is fixed cone roof and inverted cone bottom.Tank claddes with 40mm insulation externally.
 
Is this a one-time issue or is it recurring?

Sounds like a mixer of appropriate design might be the key to avoiding this settled condition in the first place. The list of mixer manufacturers who can manage extremely high viscosity materials is quite short. This is a specialized mixing application and a lab test is probably in order.
