Hey again ole friends...is good to have a few minutes these days to read through the posts.

I'm in search of a reference I've seen before and I'm pretty sure it came from the regulars here (BigH maybe). It was a lengthy reference (maybe USACE or similar...I'm thinking TM-something but that could be wrong about that) and it got in to tank foundations on clays where the tank was rapidly loaded. It discussed some of the issues with rapidly exceeding the preconsolidation pressure of clay when tanks fill quickly. I've perused my brain and gone through my references on hand with no luck. Does this ring a bell with anyone? Maybe I'm losing it in my old age HAHA! Thanks in advance.
