Tank Settlement

Hi freinds,
our Geotechnic contractor announced us that Tank Foundation Settlement is about 70 mm. this value makes a lot of problem to our stress analysis.
i am looking for MAX Allowable settlement for foundation. is anywhere specified this Value?

There are some settlement criteria for oil storage tanks in API-653, for evaluating existing tanks.
Tanks have been built with design settlements considerably in excess of 70mm, but they probably didn't have an stress analysis applied to settlement, either.
