I still didnt get the chance to try the hints I got in my previous thread, ..but, there is a new question if you have time:

I need to create a cylindrical shape, let's say a pipe, which is tapered in some specific segments and differently as there are few decremental barbs along the pipe. I cannot do this on "revolved boss/base" feature (on a plane passing throu the pipe's length) since it is supposed to be attached(normal) to some where else(let's say a reservoir).

So, I dont know how to extrude this pipe in order to have different barbs and steps.

Any help would be great,

You would probably have to make the main, stepped "trunk" of the barb with a revolve sketch, then each individual barb their own revolved sketches. Another method would be to build the model as series of solid extrusions and then Shell the whole thing. If the barbs are not on the same planes, then you'll have to add planes.
