I know that CIGRE papers can be got from CIGRE website and IEEE papers from IEEE explore.Is there any general site/source from where we can purchase published technical papers?

If it's just purchasing you're looking for, then no. Science publishing is quite fragmented and you need a bunch of subscriptions to access it all without showing your credit card (I assume this is your annoyance).

Google Scholar is a good way of finding articles including those that can be accessed for free, but you're still going to have to buy them separately from CIGRE/IEEE/Elsevier/etc.
 
You might check out the IHS service. We use it mainly for access to standards, but I think there's a lot more to it than that. I'm not sure it offers any cost saving, just convenience, but I don't pay the subscription. [smile]
