what is the best form of foundation for a duplex on sand with bearing capacity of 100kN per cubic metre

The bearing capacity units are usually force/area. A duplex could be one to four stories in height with corresponding load variations. Many successful designs have been made with post-tensioned slab on grade (usually with thickened edge). Frost depth can make a basement or crawl space economical in some climates.
