Temporary overland water connection

Hello,

Recently i moved to an organization. where they practice overland garden hose connection from neighbour property to supply the potable water in event of service connection failure.

I do see deficiency in this practice. I was talking to other municipalties, they have simillar practices. My question, is there industry standard practice to sep up temp. connection from adjoing primes?

What's the deficiency?

It is a capital mistake to theorise before one has data. Insensibly one begins to twist facts to suit theories, instead of theories to suit facts. (Sherlock Holmes - A Scandal in Bohemia.)
 
As long as it's not a regular garden hose, there's no problem. The hose needs to be pvc or rated for potable distribution.
 
A responsible utility would have nothing to do with a garden hose connection.

The garden hose would not have enough flow capacity and would be unsanitary.
 
Just change the terminology and description to "temporary house to house water connection utilising approved flexible hose connection."
