Temporary Steam Blow Piping NDE requirements

Hello,
I am on a project that is going into steam blow. They are currently getting ready to fab the temporary spools and have requested that they only get a visual inspection. I have not found anything in B31.1 that says to treat temporary spools any different than perminate spools. Since during steam blow these lines get over 750° we are required by table 136.4 to RT these spools.
Just wondering if anyone has ran into a section that relieves us from following these requirements.

The problem with sloppy work is that the supply FAR EXCEEDS the demand
 
I only have the 2004 edition but your questions are answered in 122.10 Temporary Piping Systems.
Have a look for this clause in the latest edition.
