Tensile properties not meeting ASTM A313

We have been buying nutplates from multiple vendors and notice that the manufacturers of these nutplates are using spring wire to ASTM A313-13.

Spring Wire is .030 X .062 ROUND EDGE
Material is Nitronic 32
The manufacturer states that the tensile is 248 KSI on their certification.

After reviewing ASTM A313-13, the minimum tensile for .030 wire is 282.

The spring wire supplier is certifying their material meet the requirements of ASTM A313, but the tensile is not conforming.

Are we missing something with regards to our interpretation of the spec ASTM A313.

ASTM A313 deals with "round" wire spring material. 0.030" X 0.062" round edge is a "flat strip" with round edges. Therefore the U.T.S. is lower. If it was made of a previously round wire that was flattened to produce the strip then the U.T.S. will be at least the U.T.S. of the round wire it was made off which is larger than 0.030".
