Tension and Shear in two different set of bolts

I have a condition where there is moment and shear across the connection. Is it appropriate to design the moment to be resolved into tension force in the top bolts and shear to be taken by the bottom bolts ?

seems very conservative to take all of the shear in the bottom bolts only.
 
We have used this methodology before. I would be checking the top bolt for tension and shear combined unless you're providing vertically slotted holes. While at the same time checking the lower ones for 100% of the shear load regardless. Then you're doubly covered.
 
I'm with this guy ^^

Typical construction tolerances make it hard to justify sharing shear loads without some field welded plate washers.
